A failed English language proficiency check stops the truck mid-route. E3 checks it before the truck moves.

E3 driver authentication now includes an English language proficiency check before dispatch: two spoken questions on video, scored the same way for every driver and logged to the load. Find out hours ahead, not at a roadside inspection.

E3 driver authentication now includes an English language proficiency (ELP) check, built into the same text-link flow drivers already complete before pickup. The driver answers two spoken questions on video, E3 scores the answers the same way for every driver, and your team gets the result in Slack or Teams before the pickup number goes out.

E3 runs the English check inside the same authentication that holds the pickup number, so a driver who can’t pass it doesn’t get the load’s pickup details. Try it out for yourself.

English proficiency is now an out-of-service violation

Since June 25, 2025, a driver who fails the English proficiency standard in 49 CFR 391.11(b)(2) can be placed out of service at roadside. That happened 19,045 times in the first nine months, according to FMCSA. FMCSA has proposed writing the rule into federal regulations, and Congress is weighing bills that would go further.

Carriers own driver qualification. Brokers and shippers own the stalled load. We covered the rules in detail in what brokers can prove before dispatch. This post is about what we built.

An out-of-service order is a delay you can see coming

When a driver is placed out of service, the load stops where the inspection happened. It waits until the carrier sends a qualified driver or you recover it with another carrier.

That's a missed appointment, a recovery cost and a call to your shipper. For a high-value load, it's also freight parked off-plan, outside the lane and the timing you built your security around.

Every one of those outcomes is avoidable if you know before the truck moves. A failed check before dispatch costs you a driver swap. A failed check at roadside costs you the load's schedule.

E3 runs the English check inside the authentication drivers already complete

There's no separate call, app or test.

  1. The text goes out. When the load is assigned, E3 texts the driver a link. No app, and no rep deciding who gets checked.
  2. The driver authenticates. Live photos of the CDL, truck side, cab card and a selfie. E3 checks 50+ risk signals across them.
  3. The driver answers two spoken questions on video. The same approved questions go to every driver.
  4. E3 scores the answers against a set threshold, the same way every time.
  5. You get a go or no-go in Slack or Teams. The pickup number stays locked until the driver passes. The score, transcript and video go to the load's audit trail, and you have the final say.

Turn it on for every load, for shippers who require it, or for the lanes where a stalled truck would hurt most.

Try it yourself

Take the driver's English check

This is what a driver sees when a load needs an English language check. Answer two quick questions out loud, then see the result your team would get.

English language verification

ELP

This is an English language verification.

You will answer two short personal questions. Audio is recorded for the answers, with a short face proof clip captured at the start.

How the check works

  1. Face proofA short clip of the driver's face at the start, so the person answering is the person being checked.
  2. Two everyday questionsPicked at random. The driver answers each one out loud, in their own words.
  3. Graded in secondsEach answer is turned into text and graded for clear, understandable English. A failed check sends the load to review.

Nothing you say here is saved or sent to E3.

Find out hours ahead, not at the scale house

Authentication runs hours before arrival, so a failed check leaves time to get another driver from the carrier. Drivers who pass aren't slowed down: the full form takes 2 minutes 6 seconds on average, and 96% of drivers finish it.

The same check closes a theft gap

A phone call can't tell you who's answering. E3's answers are recorded in the same authenticated session as the CDL and selfie, and the check comes with everything authentication already catches: links opened from somewhere other than the pickup, forms only someone standing at the truck can finish, and driver switches caught by a re-check at pickup.

Built for the record, fair to drivers

Every driver gets the same questions, the same scoring and the same record. That protects drivers from a rep's judgment call, and it protects you when a shipper, insurer or attorney asks what you checked. It doesn't replace carrier qualification or the roadside test. It's a documented step in your SOP.

E3 driver authentication has run 700,000+ authentications, handles 5,000+ drivers a day and has zero stolen loads, backed by a full fee refund.

Frequently asked questions

What happens to a load when the driver fails an English check at roadside?

The driver is placed out of service and the truck stops where the inspection happened. The load waits until the carrier sends a qualified driver or the broker moves it to another carrier. FMCSA recorded 19,045 of these orders between June 25, 2025 and March 19, 2026.

How does E3 check English proficiency before dispatch?

Inside E3 driver authentication, the driver answers two spoken questions from an approved bank on video. E3 transcribes and scores the answers against a set threshold, and the result, transcript and video are logged to the load.

What happens if a driver doesn't pass the E3 English check?

The pickup number stays locked. Your team gets a no-go in Slack or Teams with the score, transcript and video attached. The broker decides what happens next, usually asking the carrier for another driver while there's still time before pickup.

Can I turn the ELP check on for some loads and not others?

Yes. It's configurable per customer, so you can run it on every load or only where a shipper or lane requires it.
